English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

According to a new poll of municipal councils, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are planning to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and land to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of councils attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Specific Examples of Proposed Disposals

One local authority in Kent said its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to raise £20m over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, also found that over seven in ten of councils will need to increase local levies next spring to cover the growing cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to achieve both improved services and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities recently further found council budgets being stretched by the increasing figures of young people and adults needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Deprivation and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study revealed.
